In Dong Anh district on the outskirt of Hanoi, 4 places with COVID-19-related cases are locked down with the 3-layer model. F1 and F2 individuals and people from epidemic-hit areas are strictly controlled at the core layer under Directive 16 of the Prime Minister. The middle layer follows the PM’s Directive 15 with check points set up in villages and alleys. The outer layer follows the PM’s Directive 19 ensuring disease safety for people entering and leaving the district.
Nguyen Huu Phan, head of Lo Giao village, says the 3-layer model allows people to continue their work, 'Local people still continue production activities like carpentry or farming. It’s now harvest time. We ask people to arrange tractors to harvest and return home.'
In Lo Giao village, quarantining areas for F1 and F2 individuals are considered the core layer. A lockdown was imposed there for 21 days from April 30 to May 21. During this time, people have continued their activities within the restricted areas while strictly complying with disease prevention measures.
Volunteers are on duty around the clock at the entrance to Lo Giao village. This is the second layer of the disease prevention model. 2 or 3 people guard each check point for 6 hours.
Ngo Thi Hao, a volunteer in Dong village, said, 'We ask people where they live, who they have visited and get their telephone number. I feel honored and proud to help the local administration fight COVID-19. We should all join the efforts to stop the disease.'
Thanks to the 3-layer model, Dong Anh district has contained the disease. No new cases have been reported in the past few days. The district received the Prime Minister’s Certificate of Merit for its achievements in the fight against COVID-19.
