In its 13th tenure, the National Assembly has made significant achievements in constitution building, legislation, and supervision. Its external activities have also been remarkable. Achievements in legislation

In the last five years, the National Assembly has adopted a large number of laws, including laws concerning human rights. It adopted the 2013 Constitution and translated the Constitution into laws. The 2013 Constitution is a Constitution that embodies the comprehensive national renewal. Since the launch of the 2013 Constitution, 70 laws have been adopted by the NA.

During its 13th tenure, the National Assembly revised or adopted a number of laws and basically fine-tuned the legal system to build a state governed by law, a market economy, and laws on human rights, fundamental citizen rights and obligations, and the people’s right to democracy and freedom. The laws and resolutions created a solid legal foundation for renovation and extensive international integration. Mr. Le Minh Thong is Vice Head of the NA’s Law Committee: “The 13th National Assembly ended with several achievements. It adopted the 2013 Constitution and a series of laws concerning the organization of the state apparatus, human rights, and citizens’ rights. 107 laws and several resolutions were approved during the 13th NA, marking the growth of the Vietnamese legislature”.

Legislation has become more transparent democratic, and specific. National Assembly deputies paid attention to their consequences when drafting the laws. They collected opinions on draft laws from the public and sectors.

Increasing oversight creates changes in law enforcement

The National Assembly’s oversight activities have been reformed creating changes in the operation of state agencies from the central to the local level. The National Assembly closely monitored issues from macro-economic issues to issues of public concern. National Assembly Chairman Nguyen Sinh Hung says: “The National Assembly’s Q&A sessions were reformed toward promoting quality, democracy, transparency, dialogue, and responsibility. At the 10th session, the NA carried out a Q&A session with heads of state agencies on implementing NA resolutions during the 13th tenure. We can say that the NA closely monitored the implementation of its resolutions”.

In this tenure, the NA conducted votes of confidence on key leaders elected or approved by the NA.

NA’s external relations activities

The NA, its agencies and deputies have over the past five years strengthened external relations activities promoting cooperation between the Vietnamese NA and parliamentarians and organizations of other countries. In 2015, Vietnam successfully organized the 132nd General Assembly of the Inter-Parliamentary Union. UN Chief Ban Ki Moon delivered a speech to the NA on this occasion. Ngoc Duc Manh is Deputy Head of the NA External Relations Committee: “The NA contributed to creating a peaceful and stable environment for national development. Together with the Party, the State and the people, the NA’s external relations activities have deepened cooperation between Vietnam and other countries and contributed to efforts on complicated issues like national sovereignty.

The 13th NA is going to wrap up its tenure soon. Over the past five years, the NA has fulfilled its mission as the supreme state agency and the supreme representative of the people.
