Attending the event are leaders of the Party, the State, the Vietnam Fatherland Front, ministries, sectors, provinces, and cities.

There are 270 foreign delegates and reporters, including Deputy Prime Minister and Minister of National Defense of Laos Chansamose Chanyalath, Cambodian Deputy Prime Minister Neth Savoeun, French Minister of Defense Sébastien Lecornu, and Secretary of State for Veterans and War Memory Patricia Miralles.

After the meeting, about 12,000 people participate in a military parade, including members of the armed forces, militias, war veterans, youth volunteers, and people from all walks of life. The military parade begins with 21 rounds of cannon fire on the background of the National Anthem of the Socialist Republic of Vietnam. Then comes the performance of 9 helicopters carrying the Party and national flags.
