The Program is a joint initiative of the United Nations Office on Drugs and Crime and the World Customs Organization in response to organized crime and human security threats. In Vietnam, it has been implemented in Hai Phong and Ba Ria-Vung Tau cities. The same system has proved effective in more than 50 countries with the establishment of specialized Port Control Units securing the global supply chain.
