This is considered progress toward the implementation of the seven-step plan agreed earlier by the two sides to improve transparency in Tehran’s nuclear program. One of the key elements of the deal is Iran’s answering some questions on "possible military dimensions" (PMD) of its nuclear programme and alleged efforts to design a nuclear bomb. The two new PMD steps are: "exchanging information" with the IAEA on allegations related to large scale high explosives, and providing "mutually agreed relevant information and explanations" on neutron studies.
