Highlighting the province’s overarching goal of obtaining rapid and sustainable development, the Prime Minister urged the province to strive to achieve a growth target of at least 10 percent in the near term.
He called on local authorities to effectively implement the resolutions of the 14th National Party Congress, conclusions and resolutions of the Politburo of the Communist Party of Vietnam on regional development, the provincial Party Congress resolution for the 2026–2031 term, as well as directives of the Party General Secretary and the Prime Minister following their working sessions with the province.
The Prime Minister asked the province to boost industrial development by making effective use of existing hydropower plants, promoting processing industries and renewable energy. The agricultural sector should be restructured toward commodity-based production with higher added value and sustainable growth, focusing on key crops such as coffee and macadamia, said Mr. Chinh.

He also called for improving service quality and developing tourism into a spearhead economic sector, while strengthening trade promotion and attracting more visitors. The province was urged to accelerate the disbursement of public investment from the beginning of 2026, especially for major national projects and priority infrastructure works, expand new development space, and enhance connectivity to attract businesses and investors as new drivers of growth.
Alongside economic development, Dien Bien must continue strengthening Party building and rectification, ensuring a clean and strong political system, and enhancing the leadership capacity and combativeness of Party organizations and members. The province was also tasked with organizing elections for deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term in a transparent, lawful and successful manner.
The PM outlined key priorities for the province, including developing agriculture, industry and tourism, expanding infrastructure, promoting science and technology, accelerating poverty reduction and building a prosperous province with happier citizens.
Earlier the same day, PM Pham Minh Chinh attended the inauguration ceremony of the Phase II Investment Project for the Conservation and Restoration of the Him Lam historical site, which forms part of the Dien Bien Phu Special National Relic Site in Dien Bien province.
