PAPI 2022 shows Vietnam’s efforts to overcome COVID-19 impacts

(VOVWORLD) -The UN Development Program (UNDP) and its partners on Wednesday released the Provincial Governance and Public Administration Performance Index in Vietnam (PAPI) report 2022.

The report presents feedback from more than 16,000 people randomly selected to join the survey in 63 provinces and cities, a record high number of participants in the 14 year PAPI survey.

Ramla Khalidi, UNDP Resident Representative in Vietnam, said, "With hundreds of data points collected from citizens as end-users of government services, PAPI helps identify policy and practice caps to inform both policy-making and sectoral programming. That generates momentum towards the improvement of government performance."

"In deed we believe the data shared today will deliver valuable insides to further optimize and actualize the 2023 legislative agenda which also covers important PAPI policy focused areas, such as 2013 Land Law amendment. The findings also serve as a baseline for monitoring the 2022 law on grassroots democracy implementation which will be effective as of July 2023." 

PAPI 2022 measures eight dimensions: participation at local levels, transparency, vertical accountability, control of corruption, public administrative procedures, public service delivery, environmental governance and e-government.

The northern province of Quang Ninh topped the list, which is followed by Binh Duong and Thanh Hoa.

Vietnam’s efforts to overcome the socio-economic impacts of the unprecedented 2022 health crisis translated into increased economic confidence at household and national levels, according to the report.

Worthy of note, 66% of respondents viewed the national economy as “good” in 2022 – a 19.4% leap from a year earlier. 56% of the respondents confirmed their economic conditions were better in 2022 than a year earlier of 52%.
