At the Commemorative Summit, ASEAN and Japanese leaders reached a common understanding on many regional and global issues of mutual concern. They agreed to adopt the "Vision Statement on ASEAN-Japan Friendship and Cooperation: Trusted Partner" and "Plan to implement the Vision Statement" as a basis for implementing the ASEAN-Japan comprehensive strategic partnership.
Prime Minister Pham Minh Chinh put forth three major directions for ASEAN-Japan relations to become a model and a positive factor playing an important role and ensuring a peaceful, stable, mutual development, and win-win environment in the region.

In Japan, Prime Minister Chinh had a busy schedule of nearly 30 activities with Japanese political and economic circles. He held talks with Prime Minister Kishida Fumio and met with the Speaker of the House of Representatives, the Senate, and former Prime Ministers of Japan.
The PM received the Japanese Minister of Economy, Trade and Industry, visited Gunma prefecture, and received Governors of five prefectures of Aichi, Niigata, Yamanashi, Kanagawa and Tochigi.

On this occasion, more than 30 cooperation documents worth nearly 3 billion USD were exchanged between the two sides, focusing on finance, education, health, and investment in industrial parks.
Prime Minister Pham Minh Chinh and Prime Minister Kishida Fumio witnessed the exchange of documents with the signing of three official development assistance (ODA) cooperation projects worth 200 million USD, increasing the total value of ODA cooperation between the two countries in 2023 to more than 100 billion yen (800 million USD), the highest since 2017.
