(VOV) – The northern mountainous province of Tuyen Quang has made several key achievements after the new rural development program was launched there two years ago. Tuyen Quang used to be a former revolutionary base during the struggle against French colonialism. With its mountainous terrain and 80% of the population ethnic people living in rural and remote areas, the province’s economy still depends on agriculture and forestry. After the new rural development program was introduced, Tuyen Quang decided to invest in rural transports to expand production, increase trade, and distribute goods to serve local industry. The upgrading of roads in this province has been conducted in a way that involves both state agencies and local community. Accordingly, the State has provided local people with cement, sewerage pipes, and the necessary management fees. Various state agencies have also been in charge of designing, and paying for transporting the cement and pipes to villages while the villagers contribute their workdays, buy the sand and gravel, and provide people to supervise the construction work. Nguyen Manh Hung, Chairman of Y La Ward in Tuyen Quang City, says ‘Part of the track over 1 kilometer, runs through the ward but not near any residential areas. Therefore, it’s hard to persuade the local people to give up their workdays. To deal with this, the ward’s Fatherland Front has called for a fund to build the entire road, naming it the united road. The work lasted for 3 months and over 7,700 USD was raised and now the road is finished’.

Ho hamlet in Nhu Han commune, in Yen Son district, is a disadvantaged mountainous commune with many poor households, but the villagers have shown solidarity in the construction of rural roads. Pham Van Chuc heads up Nhu Han commune ‘Initially, we faced many difficulties. We convened several meetings to tell villagers about the advantages of the program to build rural roads and finally received their support. Households with higher incomes have also eased the financial burden of poorer villagers’.

In Mo Che hamlet in Tan Trao commune, Son Duong District, most of the villagers are ethnic minority people who live scattered across a wide area and have an underdeveloped economy. To solve this , the local authorities and the villagers themselves decided to each build a section of the road and set the completion date at 3 years.

By linking state agencies and local community, some communes in Tuyen Quang province have become excellent examples of building rural roads by the right conditions to bring in machinery to serve rural production. The improvement of rural roads has also enabled local children to go to school and increase their cultural lives.
