The event was hosted by the Vietnamese Ministry of Agriculture and Rural Development and the Chinese Ministry of Agriculture and Rural Affairs in collaboration with the Quang Ninh provincial People's Committee.

The release of aquatic breeds into the Gulf of Tonkin is part of the Memorandum of Understanding on cooperation in stocking and protection of aquatic resources signed by the Minister of Agriculture and Rural Development of Vietnam and the Minister of Agriculture and Rural Affairs of China, on the occasion of Party General Secretary Nguyen Phu Trong's visit to China in 2017.

Since 2017, the two sides have four times organized joint aquatic resources regeneration activities in the Gulf of Tonkin.
