NA Chairman urges strong actions to improve legal framework, step up COVID-19 response, realize climate commitments

(VOVWORLD) - Chairman of the National Assembly Vuong Dinh Hue contributed to panel discussions on responding to COVID-19 and climate change at the Fifth World Conference of Speakers of Parliament (WCSP5) in Vienna, Austria on Tuesday.

During a panel discussion titled “The post-pandemic recovery: Transforming the economy to combat climate change and promote sustainable development”, Mr. Hue said legislators must back the government in taking strong actions to strengthen oversight and improve the legal framework to step up COVID-19 response efforts and, at the same time, realise COP-21 commitments and transform the economy toward a green, circular economy and sustainable development. Lawmakers should also facilitate public-private partnerships and encourage business innovation, he said. 

“We should strengthen international and legislative collaboration in order to share experience in fighting COVID-19, share vaccine supplies, collaborate in vaccine production, expand public health resources, ensure social security, keep the supply chain going, and stabilize regional and global value chains. Developed countries need to lead on fulfilling commitments to reduce greenhouse gas emissions, and provide technical and financial support to developing nations to help them improve their technology.”

The same day, Mr. Hue addressed a panel discussion on “The global response to the COVID-19 pandemic challenge: Multilateralism’s ability to deliver for the people”, where he underscored the role of multilateral organisations in coordinating actions to protect people’s lives and rights. He called on countries to continue strengthening multilateral cooperation under the leadership of the United Nations, to ensure sufficient financial resources to achieve the goals of comprehensive and sustainable recovery when the COVID-19 pandemic subsides. He said parliaments need to be proactive in helping government implement national programs to respond to global threats. 

At a panel discussion called “Mitigating the impact of the COVID-19 pandemic”, Mr. Hue called for parliaments’ leading role in adopting a people-centered approach to policies.
