South Korean Prime Minister Chung Hong-Won (L) talks with Hwang Pyong-So (R), director of the military’s General Political Bureau, the top military post in North Korea, during their meeting before the closing ceremony of the 2014 Asian Games in Incheon, west of Seoul, on October 4, 2014. AFP

The Yonhap news agency quoted a news source of the opposition Saenuri party as saying that the Republic of Korea government made no official announcement of the talks because the Democratic People’s Republic of Korea wanted a closed door meeting. Unification Ministry spokeswoman Park Soo Jin told a press briefing that the government could not confirm the information. Meanwhile, another source within South Korea's military said the agenda would include "how to relieve inter-Korean military tensions that have been heightened recently, and the distribution of propaganda leaflets against the north."

This is their first high-level military talks since December, 2007.
