President Yoon made the comment after the South Korean military identified five  North Korean drones intruding into the South on December 26. South Korea sent out warning messages, fired warning shots, and deployed fighter jets to stop these UAVs.

The two Koreas signed the "Memorandum of agreement to implement the Panmunjom Declaration in military", also known as the "September 19 inter-Korean military agreement" in 2018.
It includes measures to de-escalate tensions on the Korean peninsula such as cessation of all hostile acts on the ground, at sea, and in the air, disarmament of the Joint Security Area (JSA) at the Panmunjom truce village, and piloting to withdraw the guard station inside the Korean Demilitarized Zone (DMZ).
