The decree forbids the export of products or raw materials to sanctioned individuals or entities. It also prohibits the transactions with foreign individuals and companies targeted by retaliatory sanctions and permits Russian parties not to fulfill contracted obligations towards them.

The decree says these measures are aimed at protecting national interests in accordance with Russia’s federal law “On Special Economic Measures and Compulsory Measures.”
