The conference marked the transition from preparing the political and legal foundation to organizing the election nationwide.

At the Conference, leaders of the Party Central Committee’s Organization Commission, the Government, the Vietnam Fatherland Front, the Ministry of Home Affairs, and the National Election Council disseminated the Politburo's Directive and the Prime Minister's Directive on election work as well as the guidelines on personnel work.

They introduced the consultation process, selection steps, candidates for National Assembly deputies, candidates for People's Council deputies and the organization of conferences to collect voters' opinions.
