Under the resolution, employees who take unpaid leave or have their labor contracts suspended for at least one month will receive 77 USD each month. The duration of the support will depend on how long they are out of work. Payments will begin on April 1, and will not continue more than three months.

Employers in financial trouble who have continued to pay their staff at least 50 per cent of their salaries will be allowed to borrow money from the Vietnam Bank for Social Policies with zero interest for three months in order to pay the outstanding money to their staff.

People who contributed to the national revolutionary cause will receive an allowance of 22 USD each month from April to June. Poor and near-poor households will receive 11 USD per month from April to June.
