The plan’s first phase is concentrating on building e-government,  public wifi, a security camera system, online management of residence, environment oversight, smart tourism, and an integrated management center. The plan’s next phase will deal with essential services of Phu Quoc such as management of urban area, healthcare, education, public security, natural disaster warning, and forest fire and logging.
