Speaker of the Armed Forces of the Philippines Colonel Restituto Padilla said the early rise in alert status "was due to the terrorist attacks in Paris.
President Benigno Aquino met with security planners to ensure that current preparations are appropriately upgraded. Security has been tightened, particularly at seaports, airports, and railway stations.
Philippines has canceled 1,000 flights, deployed 18,000 police, and declared a public holiday in Manila during the APEC summit.
