Under the master plan, by 2030 Vietnam will become a developing country with a modern industry and high-middle income; an efficient, unified, and sustainable organization model; economic regions with a modern, integrated infrastructure, a balanced and resilient economy; and energy, food, and water security.

The plan also covers protection of the environment; adaptation to climate change; improvement of people's material and social welfare; and national defense and security. Vietnam will aim for annual GDP growth of 7.0% through the 2021-2030 period.

Specific goals of the master plan to 2030 include forming two dynamic high-growth regions in the north and the south; building a national urban network with an urbanization rate of at least 50%; and carrying out national digital transformation to create a digital government, a digital economy, and a digital society with the digital economy accounting for 30% of GDP. By 2030, Vietnam’s population will reach 105 million people, Vietnam will have one of the 10 best systems of higher education in Asia, and the quality of health services in Vietnam will be comparable to the most advanced countries in the region.

In its vision to 2050, Vietnam aims to become a developed nation of high-income, democratic and civilized society with an integrated infrastructure, and a smart urban system. Vietnamese cultural identity will be preserved along with the environment, and progress will be made toward a circular economy, a green economy, and low carbon emissions. From 2031 to 2050, Vietnam will strive for annual GDP growth of 6.5% to 7.5% and an urbanization rate of 70 to 75%.
