He praised Quang Ninh for being creative in election work, saying, “The first innovation of Quang Ninh is to promulgate a plan, which is divided into 3 steps. After each step ends, reassessment of the work done are carried out and experience is drawn continue to take the next step. The second innovation is flexibility in professional training for staff at all levels. The third is to promote democracy and provide the best conditions to screen and select candidates with the best quality, ensuring the leadership of the Party organization while creating consensus.”

National Assembly Chairman Vuong Dinh Hue urged  Quang Ninh to bring into full play the people's right to mastery, publicity, and transparency, and to ensure absolute safety so that the election day is truly a festival of the entire people.
