NA debates revisions to Penal Code

Deputies said the bill has added charges relating to competition with the aim to punish those who deliberately violate state regulations and ensure equality in production and trading.

Lawmakers agreed on necessary changes to the bill and the government’s proposal to make public the revised criminal code for public comment.

Most Venerable Thich Bao Nghiem, a deputy for Hanoi, says: “this is a particularly important law which directly relates to the protection of human and citizens’ rights and specific regulations of the 2013 Constitution. I suggest the NA issue a decree to hold a referendum for at least 3 months based on which the government will ask the NA to reconsider at its next session.

Deputies also proposed keeping the death penalty for especially serious crimes including war crimes, crimes against humanity, sabotaging peace, drugs, and homicide.
