The national target program on new rural development has set a target of building a new rural area with proper socio-economic infrastructure and modes of production, and combining the development of agriculture, industry, and service, with the development of rural and urban areas.

By 2020, half of the communes in Vietnam will be recognized as new rural areas. No communes have fulfilled less than 5 criteria.

The national target program on sustainable poverty reduction will contribute to economic growth, ensure social welfare, improve the material and spiritual life of poor people, and drop the average poverty rate nationwide 1-1.5% per year.

The number of extremely poor districts and communes will be reduced 4% per year pursuant to the new national poverty line in 2016 to 2020 period.
