The revisions aim to create a legal basis for making the State administrative apparatus lean and mean, strengthen decentralization of power, and foster an enabling Government to meet the requirements of building and perfecting the socialist rule-of-law State of Vietnam.
The Law on Organization of Local Governments has been amended to promote decentralization from central State agencies and local level, and between local government levels. This will organize a streamlined apparatus, which operates effectively and efficiently and ensure the unity and seamlessness of the State administration from central to local levels.
Minister of Home Affairs Pham Thi Thanh Tra said, “During decentralization, local governments must ensure a clear determination of the content and scope of tasks and powers that they are allowed to decide and be responsible for the results. There should not be duplication or overlap in tasks and powers and be suitable to the conditions and characteristics of rural, urban, island, and special economic administrative units as well as local governments’ ability and conditions to perform tasks.”

Minister of Justice Nguyen Hai Ninh stressed the need to promulgate draft resolution regulating the handling of issues related to the organizational arrangement of the State apparatus.
“The promulgation of the resolution aims to create a legal basis for implementing the organizational arrangement of state agencies at central and local levels; promptly handle problems that arise; and avoid legal gaps. It will ensure normal, continuous and smooth operations of the State apparatus and the entire society, without disrupting the delivery of international treaties and agreements, protect human rights and citizens' rights according to the provisions of law,” Minister Ninh said.
