(VOVWORLD) - Japan plans to use aid to developing countries to promote its "free and open Indo-Pacific" strategy, the government said Friday in an annual report on its official development assistance.

According to the ODA white paper, Tokyo will assist developing countries in ensuring the safety of maritime transport and the maintenance of law enforcement at sea to cement the rule of law in the region.

Under the strategy, Japan will provide countries in Southeast Asia with patrol vessels and related equipment to help strengthen their ability to enforce maritime law.

The white paper also said Japan will coordinate development assistance with humanitarian aid and conflict prevention efforts.

With the strategy, Japan aims to ensure a rules-based system in a vast area stretching from East Asia to the African continent.
