Chinese Vice Foreign Minister Sun Weidong and his Japanese counterpart Shigeo Yamada chaired the dialogue.

In previous negotiations, China said it was concerned about Japan's military buildup, while Japan mentioned China's military relationship with Russia.

In December, Japan announced that it would double defense spending over the next five years to 2% of gross domestic product (totaling 320 billion USD).

China increased defense spending to 7.1% of GDP last year, four times as much as Japan's defense spending.
