The annual event commemorates the 88th anniversary of the Communist Party of Vietnam and major events of 2018.
The organizing board will present awards for the best article about Hanoi, the most beautiful stall, and the most beautiful Spring newspaper coverage.
After the festival, displayed publications will be given to the Department of Politics of the Border Guard Force to send to soldiers stationed at border posts.
