The resolution sets a goal that by 2030, Ho Chi Minh City will become a civilized, modern, loving, dynamic, and creative city with high quality human resources; a modern service-industrial city, a leader in digital economy and digital society; economic, finance, trade, culture, education, science and technology center of Vietnam with deep international integration.

The city’s average growth is set to reach 8% - 8.5% per year; GRDP per capita to be 14,500 USD; and digital economy to contribute 40% to GRDP.

The resolution sets a vision that by 2045, Ho Chi Minh City will develop on a par with major cities in the world, becoming the economic, financial and service center of Asia and an attractive global destination. Its economy and culture will develop with special characteristics and its people will have a high quality of life.

The city will be the nucleus of the Ho Chi Minh City Region and the Southeast region, and the growth pole of the whole country, attracting financial institutions and international economic groups.
