Ms. Merkel said people have dignity regardless of their color and affirmed the country’s determination to fight attempts to divide Germany.

German President Frank Walter Steinmeier stood at the crime scene and expressed condolences for the victims’ relatives. He said Germany condemns racism and violence and will not be intimidated.

German citizen Tobias R., 43, killed nine people at two shisha bars in the immigrant area of Hanau. The suspect and his mother were later found dead in his apartment of gunshot wounds.
