Macron said France's first responsibility is to tighten Europe’s borders to avoid a recurrence of migrant crises. France will build an emergency support mechanism consisting of manpower and equipment for the European Border and Coast Guard Agency (Frontex), promote reforms of the "Schengen Treaty" on freedom of movement within the EU, and negotiate a migration package that harmonizes immigration and asylum rules between the EU and countries of origin and transit, he said.
