Dong Cuong ward, Thanh Hoa city, provides online public services at level 3 on a 4-point scale. People are happy with the new efficiency of administrative procedures. Mr. Le Dinh Bac of Dong Cuong ward applied online for a birth certificate for his child and only had to go in person to collect the birth certificate when it was done.
“People who come in for an administrative procedure are warmly welcomed and guided carefully. Digital technology, in my experience, is meeting people’s needs efficiently,” Mr Bac said.
Thanh Hoa is one of the top provinces in Vietnam for processing documents and digital signatures through the document management system. The province is effectively managing records for all agencies from the provincial to the communal level. Thanh Hoa’s modern telecommunications infrastructure is a successful example of digital transformation. Pham Thi Viet Nga, Vice Chairwoman of the Thanh Hoa municipal People's Committee, said: “Only by accelerating digital transformation can we increase labor productivity and connect trade and services, which are key industries for the development of Thanh Hoa city.”
Thanh Hoa province has worked to raise people’s awareness of the urgency of digital transformation, developed mechanisms and policies to encourage digital technology enterprises; promoted innovation and creativity; attracted digital technology enterprises to invest in Thanh Hoa province; and fostered the recruitment and training of human resources in the IT field to hasten digital transformation.
In the first quarter of 2022, Thanh Hoa province processed 78,000 Level 3 and Level 4 public service transactions (98.54% of Level 3 applications were received online; 95.76% of Level 4 applications were received online). The Local Government Service Platform (LGSP) of Thanh Hoa province was one of the first eight ministries, branches, or localities to connect to the national document system. It has integrated 1,443 units in the province (province, district, commune, and non-business units), share data, and sent and received Level 4 electronic documents from central to commune level. The digital platform serves the public, the chairpersons of district and municipal People's Committees, and a number of other departments and units, and coordinates with the Department of Information and Communications to train people to use the digital platform at: https://congdanso.mic.gov.vn.
Every enterprise in Thanh Hoa province has digitally signed documents and carried out electronic transactions with tax authorities, such as tax declarations, tax payments, tax extensions and tax refunds. 85% of all businesses have used electronic invoices. 70% of supermarkets, shopping centers, and distribution facilities allow consumers to pay by credit card or other digital means. 50% of electricity, water, telecommunications, and communications service providers in the province collect payment electronically.
Thanh Hoa province encourages businesses to pilot and test new technologies and models for digital transformation in e-commerce, agriculture, tourism, healthcare, education, transportation, construction, the environment, and digital banking. Ms. Le Thi Ngoc Hoan, a cadre in the Office of the People's Committee of Dong Cuong ward, Thanh Hoa city, said:“100% of our documents are digitally signed. Our one-stop administrative procedures service people better. We guide people to online trading floors and encourage them to put their products on the provincial trading platform.”

In June, MobiFone Telecommunications Corporation and the People's Committee of Thanh Hoa province signed a cooperation agreement to support digital transformation in the 2022-2025 period. The objective of the Cooperation Agreement is to promote the capabilities and strengths of the two sides, improve efficiency in implementing digital transformation, and make Thanh Hoa province one of the leading provinces in Vietnam in digital transformation. The two will cooperate in building digital infrastructure, a digital economy, and a digital society, specifically by building telecommunications and IT infrastructure and an advanced, modern, network with information security services and solutions for the province's platforms, and researching and deploying a new-generation 5G telecommunications network.
The two will develop e-commerce and non-cash payment accounts using MobiFone Money, and support comprehensive digital transformation with MobiFone Smart Sales and MobiFone Smart Office solutions.
MobiFone supports and consults on digital transformation solutions in the field of tourism to promote the image of Thanh Hoa province to domestic and foreign tourists.
Thanh Hoa city has set a goal to complete its digital transformation at all levels and universalize 4G and 5G mobile network services and smart mobile phones by 2025.
Thanh Hoa's goal is to be, by 2025, one of the top 10 provinces in digital transformation. This will mean administrative dossiers can be settled on the province’s Public Service Portal, 90% of people and businesses are satisfied with the handling of administrative procedures by state agencies, and 100% of people and businesses using online public services will be automatically identified and authenticated.
Thanh Hoa province considers digital transformation a priority of its agencies, organizations, businesses, and people. According to its roadmap, by 2030 Thanh Hoa city will be a smart, civilized, modern city.
