The ICT White Book 2017 covers development in postal, telecommunications, ICT infrastructure, IT, information security, IT applications, and IT human resources. An English version will be released next month. Nguyen Thanh Tuyen is Deputy Director of the IT Department of the Ministry of Information and Communications: “In the White Book, we used evaluation indicators that conform with international ones to give international organizations an insight into Vietnam’s ICT sector. The book includes indicators that serve the development and management of the industry.”

The ICT White Book 2017 added a number of indicators in line with international practices including online public services, IT applications in enterprises, and TV audience measurement metrics. Minister of Information and Communications Truong Minh Tuan said that the White Book gives Vietnamese and foreign investors facts that they can consider before making investment in this sector: “We need to make the ICT White Book available not just in a print version but also online on the Ministry’s website to increase the transparency and international integration capacity of the ICT sector. Foreign investors will use our official information to plan their investment.”

The Ministry of Information and Communications has published the ICT White Book since 2009 but the publication was suspended in 2015 and 2016 because the Ministry wanted to review its ICT indicators.
