(VOVworld) – Prime Minister Nguyen Tan Dung has issued a Government action program to boost Vietnam’s rapid and sustainable economic development. The program has specified tasks for ministries and sectors to accompany enterprises to improve national economic competitiveness and create a foundation for higher growth in the future.

The Government action program identifies 9 key tasks including fine tuning the legal system and economic institutions; improving national competitiveness; modernizing agriculture and developing rural areas; strengthening cooperation and supervision of international economic integration.

Fine tuning legal system and economic institutions

The Prime Minister asked ministries to review Vietnam’s trade policies in association with the WTO, propose legal revisions to implement the Trans-Pacific Strategic Partnership Agreement, and build a Strategy for international economic integration until 2020. Vietnam will develop an action program to implement free trade agreements unitl 2020 and build a strategy to promote economic and trade ties with important partners. The government also sets out targets to negotiate and sign trade and investment agreements with foreign partners. Minister of Industry and Trade Vu Huy Hoang said: "Vietnam has many advantages for international integration. Many global economic partners including countries in Asia-Pacific and Europe want to negotiate economic cooperation agreements with Vietnam. Vietnam has signed 8 free trade agreements and is negotiating 6 others. When these 6 agreements are signed, Vietnam will have free trade agreements with all key economic partners which is the foundation for Vietnamese goods to enter foreign markets."

The Prime Minister asked ministries to simplify nearly 260 administrative procedures and revise laws including the Enterprise Law, the Investment Law, the Construction Law, the Tourism Law, the Employment Law, and the Law on Corruption Prevention and Combat. He assigned functional agencies to remove overlapping policies and regulations and issue new legal documents that match international commitments.

Improving national competitiveness

Improving national competitiveness is one of the important contents in the government action program. The Ministry of Planning and Investment has to submit an annual report to the government about the implementation of the master plan on economic reform and growth model restructuring until 2020. Ministries are asked to build their programs on raising national competitiveness, implementing the national import and export strategy until 2020 with a vision to 2030. The Ministry of Industry and Trade has to report to the government the implementation of a program on developing support industries. It will have to compile programs to increase the production of specific commodities in line with the national trademark promotion strategy to boost exports and uphold international regulations of origin, geographical indications, and trademark to promote Vietnamese enterprises and products in the international market.

Agricultural modernization and rural development

Vietnam will build a Strategy on international integration for agriculture and rural development, a Program to increase added values of agro-forestry and aquacultural products, and fine tune policies and mechanisms to improve economic cooperation in agriculture. Minister of Agriculture and Rural Development Cao Duc Phat said that the Ministry has built an action plan and 12 specific projects in planting, husbandry, forestry, fishery, processing, and irrigation. Localities are guided to adjust their investment portfolios, improve the quality of agricultural research, train personnel, and initiate their own policies to support the fishery sector and fishermen.

The government action program on rapid, and sustainable economic development will contribute to obtaining major tasks set out at the 4th plenum of the 10th Party Central Committee to generate a firm basis for Vietnam’s future development.
