The consultative conference is an important preparation to ensure democracy, fairness, and legality in the 14th National Assembly election. A majority of opinions supported increasing the number of full-time deputies, who can give their full attention to parliamentary work.

Increasing the number of full-time deputies

Le Truyen, former Vice President of the Vietnam Fatherland Front, said the deputies are not necessarily heads of administrative agencies, but just representatives of the agencies and qualified to be National Assembly deputies. A report by the National Assembly Standing Committee discussed the increase of full-time deputies and the corresponding reduction of deputies from administrative agencies. Le Truyen said: “I personally think we need to reduce the number of part-time deputies. We used to choose the heads of agencies to be deputies. It’s difficult for them to do both jobs. Meanwhile, there are other competent people who have the qualifications to be deputies.”

Nguyen Van Pha, Vice President of the Vietnam Fatherland Front, said the number of representatives from local administrative blocs in the National Assembly will be reduced. “The National Assembly does not have 100% full-time deputies. Government members and leaders of sectors and ministries holding positions in the National Assembly will ensure legislative work and decisions on national issues. Representatives from the local administrative and judicial agencies will be reduced. The 14th National Assembly will have a small number of heads of People’s Committees and directors of provincial Departments.”

Focusing on deputy qualification

The quality of deputies plays a central role in improving the NA’s effectiveness. Bui Van Xuyen, Deputy Head of Thai Binh province’s parliamentary deputy delegation, says: “The deputies must have broad knowledge of the Constitution, the national renewal process, human rights, and democracy. In legislation and oversight, the deputies must comply with the Constitution and avoid violating human rights.”

 Nguyen Quoc Thuoc, a deputy of the 8th, 9th, and 10th National Assembly, said that in order to strengthen people’s trust in the National Assembly, the deputies must be determined to protect the legitimate rights and interests of the nation and the people.
