The Communist Party of Vietnam considers personnel work the key to building the Party and the political system. The 13th National Party Congress is taking place at a time of transition from officials who grew up in a time of war and were educated in socialist countries to a generation of officials who grew up in a time of peace and were educated in countries with various political systems. The Party has paid particular attention to personnel work this year.
Personnel work implemented in a serious, scientific manner
The Communist Party of Vietnam has worked steadily to sustain its role as Vietnam’s leading political Party. The Party considers personnel work the decisive factor in the success of the revolution and has carried out this work in a serious, democratic manner to ensure competent, qualified, and moral leadership.
The Vietnamese Party and State have issued several decrees and resolutions on personnel work in preparation for the 13th National Party Congress.
Thorough consideration and evaluation have been done to ensure that competent cadres will be selected for Party Committees. Provincial Party Committees in the 2020-2025 tenure must go through 5 steps to select cadres who are absolutely loyal to the Party, the nation, and the people, who are ready to fight and sacrifice for national independence and freedom and the happiness of the people, who have strong discipline and a strong fighting spirit, and who are competent, qualified, and moral.
Personnel preparations for Party Committees in the 2020-2025 tenure have been made in line with Party regulations that require consensus within the Party Central Committee, the Party Political Bureau, the Party Secretariat, and the Party Standing Committee. Personnel work does not allow any lack of transparency or prevention of competent individuals engaging in national affairs as falsely claimed by hostile parties. The Party leadership conducts personnel work transparently and objectively to ensure that national development remains on the right track.
Good personnel work will ensure success of the 13th National Party Congress
In his closing speech at the 13th Plenum of the 12th Party Central Committee, Party General Secretary and President Nguyen Phu Trong praised the Party Political Bureau and the Sub-Committee for Personnel Work for closely following guidelines for personnel work for the 13th Party Congress approved by the Party Central Committee and for careful, professional preparations. The Party Central Committee praised Party Committees and organizations at all levels for their careful personnel preparations and nomination of qualified personnel for the Party Central Committee. He said the Party Central Committee discussed in a democratic, objective, transparent, and comprehensive manner the list of nominees for the 13th Party Central Committee and the Party Central Committee’s Inspection Commission.
The Communist Party of Vietnam has strictly followed all procedures and regulations of the Party and State for personnel work. The ultimate goal of personnel preparations is to select cadres of outstanding morality, competence, qualification, and reputation to carry on the national revolution. These efforts counter any distortion attempted by hostile opportunists.
