Millions of opinions have been collected that reflect the consensus, trust, and intellect of the Party, people, and armed forces and show a strong public interest in working with the Party to shape the nation’s future development.

Democracy is widespread

Between October 15 and November 15, numerous conferences, seminars, and forums were held by localities and ministries to collect public opinions on the draft documents for the National Party Congress.

For the first time, the national digital ID application VNeID was used as a convenient, transparent, and effective way for scholars, intellectuals, officials, Party members, and ordinary people to send their feedback. Most opinions approved of the drafts and praised their thorough preparation, comprehensive scope, accurate reflection of reality, long-term vision, and high level of conceptualization.

The public feedback revealed keen interest in green growth, digital transformation, regional development mechanisms, energy security, reforms to the growth model, and institutional quality. Many people expressed a desire for greater reforms in policy implementation, accountability, and improving the quality of personnel.

Public expectations generate pressure and motivation for the Party to refine its leadership. The consultation process created an unprecedentedly broad democratic drive engaging people of all social strata. More than a right, this has become a meaningful participation in national affairs.

Preliminary data shows that around 5 million opinions were submitted, the highest number ever recorded for a Party Congress, demonstrating democratic spirit, public engagement, and a sense of responsibility for the nation’s major decisions.

Alignment of Party’s vision and people’s aspiration

The Party’s openness created space for the public to express their opinions. In his article “Promoting the strength of great national unity for national development” on November 12, Party General Secretary To Lam said consulting on the draft documents is a vivid example of social solidarity and democracy. The people’s voices, rooted in lived experience, are valuable contributions that help the Party refine its guidelines to accurately reflect their aspirations.

Lai Xuan Mon, Deputy Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilization, said: “The Party’s guiding principle is to put the people at the center. Every directive, policy, and decision of the Party aims toward the people. The Party maintains a close attachment to the people and Party building relies on the people. The recent public consultation collected excellent opinions that offered creative ideas and proposed practical solutions.”

The public consultation highlighted the fundamental truth that the people’s hearts align with the Party. The millions of opinions submitted over the past month showed a harmony between the Party and the people and demonstrated democracy and collective wisdom.
