Party leader Nguyen Phu Trong said the Party Central Committee, the Party Politburo, and the Party Secretariat have paid special attention to strengthening the leadership, building the Party, consolidating Party organizations, and improving the quality of Party members.
To realize the Resolution of the 13th Party Congress, the Party Politburo and the Party Secretariat have reviewed the implementation of the Party Resolution and the Party Politburo’s Conclusion on strengthening Party organizations and improving the quality of Party members in the new context. They have also discussed shortcomings in realizing the Resolution and Conclusion, their reasons and ways to tackle these shortcomings.
Party leader Nguyen Phu Trong said: "We should discuss thoroughly, frankly, and democratically to reach consensus on these issues. I hope that after this conference, we will move forward with more practical, efficient, and strong changes to improve the quality, strength, and fighting spirit of the Party."
In order to implement the Working Program for 2022 and the Party Steering Committee’s Conclusion on fighting corruption and negativity and the Party Politburo’s Conclusion on strengthening Party leadership in this regard, the Party Politburo assigned the Party Central Committee’s Commission for Internal Affairs to work with functional agencies to develop a master plan for setting up provincial steering committees to fight corruption and negativity. The plan accumulates the outcomes of 5 years implementing the Party Politburo’s Conclusion on strengthening the Party’s leadership in fighting corruption and wastefulness and 5 years of implementing the Party Politburo’s decree on strengthening the Party’s leadership in detecting and dealing with corruption cases. It also summarizes the outcomes of the fight against corruption from 2013 to 2020 and present practical arguments on the need, foundation, and principles for setting up provincial steering committees as well as their functions and authority.
Mr. Trong said: "The Party Central Committee needs to consider proposals mentioned in the report of the Politburo in regards to the establishment of provincial steering committees to fight corruption and negativity in order to strengthen the Party’s leadership from the central to the grassroots level in fighting corruption and negativity and achieving consensus among the Party, people, and the army in this regard."
In January 2022, the Party Politburo and the Party Secretariat conducted a review, self-criticism and criticism on their performance and their members’ performance in line with the 13th Party Central Committee’s Conclusion on Party building and rectification and building a pure and strong political system.
Party leader Nguyen Phu Trong said: "The review, criticism, and self-criticism were conducted in a serious and professional manner in line with regulations and protocols. All review reports were prepared according to the guidelines and regulations and with a spirit of criticism, self-criticism, frankness, democracy, solidarity, and sincerity. Party members who are under review need to receive contributions with seriousness considering it an opportunity to learn from one another. During the review, each member of the Party Politburo and the Party Secretariat reported on the implementation of their assigned tasks and looked at advantages and disadvantages."
The Party leader emphasized achievements and shortcomings and asked the Party Central Committee to thoroughly evaluate the realization of the direction of the Party Politburo and the Party Secretariat and the Conclusion of the Party Central Committee in regard to strengthening Party building and rectification and the political system to meet the needs of the Vietnamese revolution in the new period.
