(VOVWORLD) - The 2017 Provincial Competitiveness Index (PCI) reveals that the investment environment in cities and provinces has improved. But enterprises want further administrative reform and more effective incentives.

In 2017 Hai Phong was in the top 10 of the PCI rankings for the first time, thanks to its top marks for workforce training in the last five years. The city has organized regular dialogues with enterprises to promptly address their problems. According to the report, 80% of enterprises are satisfied with the responses of state agencies. Nguyen Van Thanh, Vice Chairman of the Hai Phong Municipal People’s Committee, says the city has accelerated administrative reform to better serve enterprises: “Last year the municipal People’s Committee held monthly meetings with enterprises to discuss their proposals. These meeting have made a difference. 130 of 189 petitions from enterprises were settled in 2017.”

Quang Ninh led the 2017 PCI rankings. In recent years, the province has strengthened administrative reforms via the Public Administrative Center and established the Committee for Investment Promotion and Support, saving enterprises both time and money. Nguyen Duc Long, Chairman of the Quang Ninh provincial People’s Committee, said the province has created a fanpage to enable interaction with enterprises: “Investment keeps pouring into Quang Ninh, but one of our biggest challenges is to help enterprises develop high quality human resources. We will provide stronger support for start-up, resolve land issues better and to find more effective solutions for areas that currently have low scores.”
