Law revised to protect Vietnamese guest workers

(VOVWORLD) - Vietnam has implemented the Law on Vietnamese Guest Workers Under Contract since 2007. After 13 years, the law is in need of revision. National Assembly deputies have been debating a new draft law on this matter at their ongoing meeting.

The revised draft law has been posted on the portals of the Government and the Ministry of Labor, Invalids, and Social Affairs for public opinions since last December. The revisions address problems that have arisen during the last 13 years of the law’s enforcement, makes adaptation to the 2013 Constitution, and conforms to recently adopted laws. 

They also take into account the new situation of Vietnamese overseas guest workers in the context of the 4th Industrial Revolution, migration management, international labor movements, overseas job generation, and protection of guest workers. The revised law clearly stipulates the rights, obligations, and responsibilities of workers, and guest worker enterprises, and organizations. It creates a transparent and uniform environment for sending Vietnamese workers under contract overseas and ensures compatibility with the laws of host countries  and with international labor treaties. Bui Sy Loi, a deputy for Thanh Hoa province: " We need to give careful consideration to sending Vietnamese guest workers abroad. All conditions must be taken into account." 

Vietnamese guest workers work mainly in trending high income sectors. Policies are needed to protect their interests when they are overseas or return home, according to Deputy Nghiem Vu Khai of Hai Phong city: "Working overseas can help workers boost their income and learn skills which will be useful when they return home. To use returning guest workers and exploit their experience, job information needs to be tracked."

When its adopted, the revised law will fine-tune labor export policies and affect hundreds of thousands of Vietnamese guest workers.
