(VOVWORLD) -The Party, State, and Government always promote the role of culture and cultural development in serving national defense and national development. Cultural development achievements have made strong contributions to national socio-economic development and international integration, becoming one of the pillars of sustainable development. Fine tuning institutions, policies, and resources for cultural development has become more urgent and required strong participation of state agencies and the whole society.

National Assembly Chairman Vuong Dinh Hue told a conference called "Institutions, policies, and resources for cultural development" in Bac Ninh province last Saturday that cultural institutions in the Party's point of view have been consistently established in the legal system and that cultural construction and development belongs to the people. It is led by the Party, managed by the State, and created by the people for public benefit, with intellectuals and artists playing an important role. Some cultural policies have had positive impacts on cultural promotion. But institutions and policies on cultural development are still limited and have not yet done what is required.

The urgency of fine tuning institutions and policies

National Assembly Chairman Hue said that the 2021 Resolution of the 13th National Party Congress aimed to comprehensively develop an advanced culture imbued with national identity and make culture an internal driving force for national development and defense. One of the strategic breakthroughs is to perfect institutions and policies, arouse an aspiration for a prosperous and happy country, and promote Vietnamese people’s cultural values and strengths.

Mr. Hue said fine tuning institutions and policies and mobilizing resources for cultural development are important solutions to make culture prosper, in line with the guideline that Party leader Nguyen Phu Trong mentioned at the National conference on implementing the 13th National Party Congress Resolution.

“Cultural institutions and policies should aim at cultural revival and development. Culture must be one of the pillars of national sustainable development. It’s necessary to resolve the relationship between national and international factors, between the traditional and the modern, and between popular and elite cultures,” Mr. Hue said.

Systemic implementation of cultural institutions and policies

According to the NA Chairman, it is necessary to create a legal corridor for smooth organization of cultural activities under the leadership of the Party, maximize creativity and cultural diversity, and create favorable conditions for cultural integration into the global market. Attention should be paid to cultural specificity while ensuring the correct development under the Party's political and ideological orientations, freedom of creativity on the basis of self-discipline with the right purpose, the relationship between cultural conservation and development, economic growth, and social progress and justice.

Politburo member and Permanent member of the Party Central Committee’s Secretariat Vo Van Thuong stressed thorough awareness of the position and role of culture. Culture is the spiritual foundation of society, both the goal and the driving force for national sustainable development. Culture must be put on an equal footing with economy, politics, and society. Cultural institutions and policies must meet practical requirements, maintain specific characteristics, inherit the essences of national culture, and selectively absorb the world's cultural values.

“Institutions and policies on culture must be adequate, prompt, coordinated,  feasible, public, transparent, stable, and efficient to create a favorable environment for cultural development. Decentralization and clear identification of rights and obligations of actors should be done. Responsibilities for inspection, supervision and control of power should be clarified. The formulation and promulgation of laws and policies must be cautious and certain, taking the people's legitimate rights and interests and national interests as the center,” said Mr. Thuong.

At the National Culture Conference in November last year, Party General Secretary Nguyen Phu Trong said that "culture is the spiritual foundation of society, the goal, the endogenous strength, and important driving force for national development”.
