The resolution sets three major breakthrough strategies - completing development institutions, developing human resources, and building modern infrastructure.
It identifies the need to improve development institutions for a socialist-oriented market economy, reform State governance to make Vietnam more modern and competitive, improving the legal system and institutions to create a favourable, healthy, and fair business and investment environment for all sectors of the economy, where innovation can foster, mobilise, manage and use all resources for development, step up decentralisation, increase inspections, and keep power in check via the legal system.
The resolution also touches upon the demand for a "modern and integrated" social and economic infrastructure, with a focus on key transportation projects, climate adaptation projects, and information and communications projects to serve Vietnam’s digital transformation and the development of a digital economy and society.

Experts say that from now until 2025 is a time for each ministry, industry, and locality to get serious about digital transformation.
By digitally transforming its government, economy, and society, Vietnam will become one of the first countries in the world to leverage digital transformation to meet its national development goals in the new period.
A program with a 10-year vision will comprehensively change Vietnam. The program’s goals are to develop a digital government, improve national efficiency by 2030, make Vietnam one of the top 50 countries in e-government, get the digital economy to contribute 30% of GDP, and at least 20% if each industry’s output.
Minister of Information and Communications Nguyen Manh Hung said the program will bring Vietnam on par with other advanced countries.
“If we accept new things, new technologies and talents from around the world will come to Vietnam. New industries in Vietnam will create digital technology products for export and promote new business models,” said Minister Hung.
